The work is descriptive, evidence-bounded, and review-led. Computational systems help surface candidate developments; analyst review determines what is published, watched, archived, or held back.

System record
Weekly outputs are appended into a historical panel so that country movement can be followed across time rather than treated as isolated article-by-article commentary.
DriftSignals is built on a simple distinction: severity is not the same as movement. A country may remain under long-running pressure without showing a meaningful new shift in a given week. Another country may show a smaller absolute problem but a clearer change in direction, intensity, or mechanism.
The purpose of the system is to make that movement legible. It does not rank countries by headline volume alone. It asks whether the current week changed the reading of the case, whether the mechanism is identifiable, and whether the evidence is strong enough to support publication.
The monitor follows political change across several domains: conflict and coercion, elections and representation, public pressure and mobilization, leadership and elite movement, governance stress, institutional change, and state-society tension.
The data layer is intentionally broad. It is expected to surface more candidate cases than should be published. The review layer narrows that universe into a defensible public record: what is strong enough to publish, what deserves watch status, what remains background context, and what should be excluded.
A country-week becomes publication-grade only when the case passes a practical set of review questions.
What changed in the target week, and how does that differ from the recent background condition?
Is the reading supported by attributable public evidence strong enough to be checked and challenged?
Can the development be linked to a visible mechanism, such as electoral dispute, public mobilization, elite split, coercive escalation, institutional restructuring, or governance breakdown?
Does the case connect to an existing sequence, mark a new entry into watch, or alter the country’s recent trajectory?
Article volume, source count, or machine ranking may help identify a candidate. They do not, by themselves, make a case publishable.
Each serious candidate is assigned a bounded review state. This keeps the system conservative, readable, and auditable.
The case has sufficient evidence, a clear mechanism, and enough significance to appear in a public briefing.
The case shows real movement, but the evidence or significance is not yet strong enough for full publication.
The country or issue remains relevant, but the target week does not clearly change the reading.
The development is plausible but incomplete, ambiguous, or still waiting for stronger corroboration.
The signal is driven by repetition, weak sourcing, chronic background conditions, or insufficient analytical substance.
The case is not publishable now but may become relevant if later weeks show persistence, escalation, or a clearer mechanism.
DriftSignals follows a reviewed workflow rather than a single automated scoring pass.
The current DriftSignals build works across two production phases.
Weeks 2026-W01 to 2026-W13 are treated as a conservative historical reconstruction period using structured event-data inputs.
From 2026-W14 onward, GDELT remains a discovery layer while RSS and article-level review provide stronger evidence handling for live weekly production.
Country baselines remain in the system as slow context. They inform the reading, but they do not replace the weekly review of movement and mechanism.
The append-only country-week panel allows DriftSignals to track country trajectories across weeks and months, rather than relying on a single review window in isolation.
DriftSignals separates discovery, review, publication, and historical tracking so that each layer has a defined role.
The method prefers under-inclusion to over-inclusion. A narrower but defensible issue is stronger than a crowded issue built from weak signals.
DriftSignals produces public briefings and protected working records from the same review process.

DriftSignals does not forecast outcomes, prescribe action, or present open-source monitoring as certainty. It identifies what changed, states what can reasonably be inferred, and leaves explicit room for uncertainty.
No monitoring system is free from source asymmetry, coverage gaps, reporting distortion, or uneven visibility. For that reason, computational surfacing remains assistive rather than dispositive, and final publication authority remains with analyst review.
DriftSignals maintains a strict separation between access and analysis. Delivery format, archive depth, and workflow tooling may differ by access type; publication standards do not.
The system is built to be disciplined, reviewable, and cumulative: each review window is bounded, each judgment is explicit, and each published case sits within a larger historical record.
